How do you read a smart meter?

Reading a smart meter is always possible. For this it is important to first look at which type of connection it concerns: small consumption or large consumption. Homes are generally small consumption. Shops and companies generally use large quantities.

 

Low consumption connections

A small-scale connection is mainly used by consumers. This type of connection is used for homes, small-scale apartment complexes, small-scale commercial real estate and public charging stations.

One energy bill

The costs for supply and network management are charged via one invoice. The reading of a smart meter of a small consumption connection is done via the EDSN.

To access the smart meter data themselves, the applicant must be certified ODA, including annual ISAE 3000 audit.

Small consumption – read smart meter

Meterbeheer HUB makes measurement data available as a JSON URL. Every night, HUB retrieves the meter readings from the past day as quarter-hourly values. Ele small consumption connection in the Netherlands can be read by Meterbeheer HUB.

Meterbeheer as an alternative to PES certification

Large consumption connections

A large-scale connection is used for buildings and sites that have a high peak energy consumption. This type of connection is used for commercial real estate, social real estate and, for example, large charging stations.

Two invoices – supply and grid management

Supply and grid management costs are charged through two invoices. The delivery costs from the energy supplier (free to choose) and the network management costs via the network operator (location monopoly).

Metering service (via Metering responsible)

A metering contract must also be concluded for each connection with a Metering Responsible Party (MV) certified by Tennet. The metering manager provides the metering data in the form of energy consumption at quarter-hourly level to the grid operator to settle the energy costs.

Metering responsible

The Netherlands has 11 active Metering Responsible Parties. These market parties are certified to read out the energy consumption of a smart meter from a large-scale connection and pass it on to the network manager. The owner (or user) of the connection is obliged to conclude a metering contract with one of the recognized metering officers.

Large consumption – read smart meter

The reading and retrieval of metering data from large-scale connections takes place via a link with the Meter Responsible Party with whom a metering service agreement has been concluded for the relevant connection. For most Metering Responsible Parties, the option to share the metering data should be enabled. For this, metering services charge an additional fee, an average of several tens per month. This option can be turned on through the measurement manager’s online account.

To retrieve the measurement data, an API connection must be created. Each Meter Responsible has its own database with measurement data and the structure of the supplied meter readings. Meterbeheer HUB has links to all the Measurers in the Netherlands and can therefore retrieve the data directly. Then Meterbeheer processes the various data sets into one standard set.

Required subscriptions in the case of linked metering services

For wholesale connections, an agreement with a metering service (Metering Responsible Party) must be entered into by the owner for each connection. Depending on the measurement service used, a certain subscription should be taken out with measurement data to be retrieved by Meterbeheer.
